That would appear to be the case, as one of their most recent seminars , a February 13, 2009 Sturm und Drang session held in St. Louis, MO was nothing more than a subtle "brainwashing" session to get cops fearing such dangerous types as those that have "Ron Paul for President" bumper stickers or those with bumper stickers proclaiming to be for Liberty.... Even those Americans flying "Old Glory."
Yes, a dangerous bunch of "terrorists" we are. A regular bunch of aL Qaeda North America right in your face, with our "Bumperstickers of Mass Destruction" primed and ready to go off any minute.
Here's the info from ADL on the St. Louis agitprop session:
An Anti-Defamation League expert presented to the Eastern Missouri Anti Terrorism Advisory Council (ATAC) at the Thomas Eagleton Federal Courthouse in St. Louis, Missouri. The training was sponsored by the office of the U.S. Attorney for the Eastern District of Missouri.
The presentation featured an update on extremism in the Midwest...
Approximately 70 federal, state and local law enforcement personnel attended, representing the National Park Service Rangers, Department of Homeland Security, US Coast Guard Intelligence Operations, Missouri Information Analysis Center of the Missouri State Highway Patrol, Centcom Military Command at Ft. Leonard Wood, St. Louis County Intelligence, FBI, and ATF.
Once the ADL has poisoned enough cop minds with their nonsense, teaching those who are supposed "Protect and Serve" to fear and mistrust average Americans, it's only a short step from that fear turning into hate.
And an even shorter step from having that hate turn into a desire to eliminate that alleged threat from those bumper stickers, using deadly force.
Missouri isn't the only state that the ADL has been spreading this fear and hate. Here's a partial list of other states that are being taught that "We the People" are the enemy.

If we flew an "Old Glory" that had the six-sided Star of David instead of those five-sided stars, would the Kosher Nostra types at the ADL still think we're terrorists?
