Since Israel, the ME's only 'democracy' has never adopted a Constitution, that leaves the Ministry of Religion in a rather powerful position, since the main arguments against a Constitution were put forth by 'religious' Israelis' who were concerned that putting into writing laws protecting human rights would trump their beloved Talmud.
