Did investigators consider the possibility that an explosion caused or contributed to the collapse of WTC 7? Yes, this possibility was investigated carefully. NIST concluded that blast events inside the building did not occur and found no evidence supporting the existence of a blast event.

Firefighters have extinguished almost all but the last remnants of underground fires that have burned at the World Trade Center site for more than three months since the Sept. 11 terrorist attack.Source: CBS News
Battalion Chief Brian Dixon confirmed later Wednesday that the main bodies of fire have been extinguished, although he said small pockets or "hot spots" are still being discovered.
But Dixon noted a firetruck remains on standby at the site, and the department considers it an active fire scene.
The fires that began with the Sept. 11 attacks had been strong enough that firetrucks had to spray a nearly constant jet of water on them. At times, the flames slowed the work of clearing the site.
"You couldn't even begin to imagine how much water was pumped in there," said Tom Manley of the Uniformed Firefighters Association, the largest fire department union. "It was like you were creating a giant lake."
“It was determined that 3 million gallons of water were hosed on site in the fire-fighting efforts between 9/11 and 9/21″… “In addition, there were 2 episodes of rain during the same 10 day period after the attack: on 9/14 and 9/20, totaling 0.9 million gallons of water per Bathtub area. Considering the neighboring area, one can take 1 million gallons from the rain. FOUR MILLION GALLONS onto the WTC wreckage, in the first 10 days after 9/11. All of that water would've diluted any remaining jet and diesel fuel, and the gasoline that was in the vehicles in the WTC parking areas. Due to the vehicles getting crushed ,the fuel would've spilled out, then diluted by all that water to the point it would no longer be flammable.
So for a fire to be burning THREE MONTHS later, after millions and millions of gallons of water being used, shows without a doubt that there was some kind of chemical agent used in the WTC attack that was resistant to water.
